ROSEANNA BACKS CONTROL OF DOGS BILL

Ms Roseanna Cunningham MSP, Member of the Scottish Parliament for the Perth Constituency, has given her support to a Member’s Bill introduced by colleague, Alex Neil MSP, which seeks to better protect the public from dangerous dogs.

The Bill is currently in the consultation phase and interested members of the public are encouraged to respond to the consultation paper by 14 April 2008. Speaking today (Wednesday) Roseanna said:

“I am supporting  this bill to the Scottish Parliament, which I believe will be widely welcomed as a huge step in the right direction.  The Bill has been drafted with the help of a working group of dog experts who have spent many months carefully analysing what exactly is wrong with the existing laws.

“The 1991 Dangerous Dogs Act has failed because it focuses primarily on four breeds, and owners of other breeds are left to largely do as they please.

“We need to focus on the deed – not the breed. This bill will offer a flexible range of Control Orders which contain practical measures.

“Importantly, this bill puts the onus on the owners – not the dogs – to ensure that dogs do not get out of control.

“I know that many of my constituents will be interested in ensuring that this proposed legislation properly addresses the problem and I would urge them to participate in the consultation process before the deadline of 14 April.”
